PA 04777/20 – Proposed demolition of existing hotel and bungalows, part excavation, and re-erection of Hotel Class 3B at the San Niklaw Bay area and Holiday Villas Class 1 at Santa Marija Bay area.

The proposed replacement Hotel and Holiday Villas will include ancillary facilities and amenities, including a Spa (class 3c), bars/lounges (class 4c), and restaurants (class 4d), berthing facilities (Class 3d); swimming pools; sewage treatment plant; reservoirs; complete upgrade of the infrastructure systems and back of house facilities. Extensive reinstatement of the natural ecological and existing disturbed terrain is proposed in both the San Niklaw and Santa Marija sites in accordance with the Gozo and Comino Local Plan at​ Comino Hotel and Bungalows, Gzira ta' Kemmuna, Kemmuna, Ghajnsielem.

1.        Background​

The proposal comprises two distinct elements - redevelopment of the site of the Comino Hotel at San Niklaw Bay to provide for a new hotel and redevelopment of the bungalows site at Santa Marija Bay to provide for new villas. It is also proposed to demolish service rooms, such as the pump room and the obsolete reverse osmosis plant near the Hotel. Some excavation works will be carried out to house new below-ground structures, as well as infrastructural services. Following construction of the hotel and villas, there will also be reinstatement of an existing defective and derelict reservoir located on top of the hill at the rear side of the Hotel (capacity of 1,300 cb.m). It is planned to reinstate disturbed land and integrate it with the existing landscaped area, in addition to soft landscaping.

The proposal requires an Environmental Impact Assessment (EIA) as per Schedule I, Category I, Section of the Environmental Impact Assessment Regulations (S.L. 549.46).

2.        Consultation Questions

The Environment and Resources Authority is formulating terms of reference for the preparation of an EIA Report on the development mentioned above. The general public is invited to submit written comments on matters it wishes to see included in the terms of reference.
