Statutory Consultation on the Environment Report for the Strategic Environmental Assessment of the Waste Management Plan 2021-2030

1.        Background​

 

Following the finalisation of the scoping exercise carried out for the Strategic Environmental Assessment of the Waste Management Plan (WMP) 2021-2030, the process of compiling an Environment Report for the Plan was undertaken in line with the provisions laid down in the Strategic Environmental Assessment Regulations (S.L. 549.61). The Environment Report for the WMP has been completed and is being published for public consultation.

The compiling of the Environment Report involved a number of stages, namely: the collection of environmental baseline information; a thorough literature review of existing policies plans and programmes; the identification of potential environmental issues arising from the policy criteria and the establishment of reasonable alternatives; an impact assessment of the WMP's measures, including from a cumulative perspective; the assessment of the alternatives; recommendations; and monitoring proposals.

The Environment Report involved the assessment of the impacts of the proposed WMP measures on the following eleven environmental themes, which were listed in the scoping report:

  • Air quality
  • Biodiversity, flora and fauna
  • Soil
  • Climate change
  • Cultural heritage
  • Energy
  • Water
  • Human health
  • Landscape
  • Transportation and infrastructure
  • Waste and resources management​

The impacts of the proposed measures on each of the themes are analysed in the Environment ​Report, and any ​shortcomings and recommendations in this regard are expounded upon.


2.        Consultation Questions
 
In accordance with the provisions under the Strategic Environmental Assessment Regulations (S.L. 549.61), the public is invited to submit any feedback or comments on the Environment Report for the Waste Management Plan 2021-2030.

Any comments on the Environment Report are to be submitted to MECP, by 11th June 2021 at the latest, on the following email address: consultations.mecp@gov.mt

Please be informed that comments submitted, together with the identity of the contributor, may be published online at the end of the public consultation, unless the contributor objects to the publication of his/her personal data. In this case, the contribution may be published in anonymous form.​

Please be informed that submissions will be published on the webpage of this consultation at the end of the scoping phase. The lead Ministry has sole discretion upon the publication of comments.

Received contributions, together with the identity of the contributor, will be published on the Internet, unless the contributor objects to the publication of his/her personal data on the grounds that such publication would harm his/her legitimate interests. In this case the contribution may be published in anonymous form. Otherwise the contribution will not be published nor will, in principle, its content be taken into account.  Any objections concerning the publication of personal data should be sent to the service responsible for the consultation on the following email address: onlineconsultations@gov.mt. 

Data Protection Statement the General Data Protection Regulation and the Data Protection Act (Chapter 586)

The General Data Protection Regulation and the Data Protection Act Chapter 586 regulate the processing of personal data whether held electronically or in manual form. The Ministry for European Affairs and Equality collects only information which is necessary for it to perform its intended functions and is set to fully comply with the Data Protection Principles as set out in the Data Protection Legislation.  Verification of the ID number provided will take place as deemed necessary. All personal data provided will be processed according to the General Data Protection Regulation and the Data Protection Act (Cap 586).
