MCA Consultation on the Market Analysis for the Provision of Wholesale Fixed Broadband Access in Malta

1.        Background

The MCA is re-examining its regulatory stance with respect to the field of fixed broadband in Malta. For this purpose, the MCA has carried out a market analysis of the wholesale fixed broadband access market in Malta and the underlying retail market, namely the retail fixed broadband access market.

The market analysis is characterised by three stages of evaluation, namely (i) the proposed definition of relevant markets; (ii) the assessment of competition in the defined markets and the designation of one or more operators with significant market power (SMP) where competition is lacking; and (iii) the proposed approach to regulatory intervention.

Interested parties are invited to submit their feedback to the MCA’s proposals concerning the definition of the retail fixed broadband market and the wholesale fixed broadband access market, the identification of GO and Melita with joint SMP in these markets, and the proposed regulatory intervention.​
