1.        Background​

The Parliamentary Secretariat for Sport, Recreation and Voluntary Organisations has been actively  implementing the National Strategy for Sport – Aiming Higher launched in 2019 which was set up on seven main pillars including Education, Participation & Quality of Life, Facilities, Sports Industry, Gozo, Integrity and High Performance.

In order to successfully achieve these aims, the setting up of a separate regulatory body is being proposed in order to establish a separation between SportMalta, which is concerned with the provision of sports services by the Government, and regulatory services.

For the creation of this regulatory body, the Parliamentary Secretary has formed a Sports Integrity Advisory Board which consists of major stakeholders in the field of sports integrity in Malta, these include the Government, the Opposition, The Maltese Olympic Committee (MOC), SportMalta, the National Anti-Doping Commission (NADO Malta), the Malta Football Association (MFA), the sub-committee dedicated to sports corruption, the Malta Gaming Authority (MGA) and the Police. The Board took cognisance of both national sports governance structures and Malta’s international commitments and this has resulted in the production of a document outlining the objectives and functions of the proposed authority which is titled the Authority for Integrity in Maltese Sport (AIMS) and the legislative bill being issued for public consultation entitled, ‘The Sports Governance and Integrity Act, 2021’.

It is being proposed that the Authority for Integrity in Maltese Sport will be a centralised authority for Maltese sport dealing with all matters of sports governments and integrity. This will be achieved through the integration of NADO Malta, the Sports Integrity Unit and the Register for Sports Persons which is currently being administered by SportMalta.

Stakeholders and professionals are being invited to send their feedback on the proposed legislative bill, which feedback and proposals will be considered and any necessary amendments will be duly made.​

Data Protection Statement the General Data Protection Regulation and the Data Protection Act (Chapter 586)

The General Data Protection Regulation and the Data Protection Act Chapter 586 regulate the processing of personal data whether held electronically or in manual form. The Ministry for European Affairs and Equality collects only information which is necessary for it to perform its intended functions and is set to fully comply with the Data Protection Principles as set out in the Data Protection Legislation.  Verification of the ID number provided will take place as deemed necessary. All personal data provided will be processed according to the General Data Protection Regulation and the Data Protection Act (Cap 586).
