Green Stormwater Infrastructure Guidance Manual

1.        Background

It is duly notified that the Ministry for Public Works and Planning (MPWP) has prepared draft ‘Green Stormwater Infr
astructure Guidance Manual’.

Green stormwater infrastructure practices in th
e Maltese Islands typically involve harvesting and infiltration systems to capture and store water for use and/or infiltration into the ground.  However, there are other green stormwater management techniques such as trees, green roofs, swales, filter drains and strips, pervious pavements, compact infiltration systems, proprietary treatment systems, etc.

MPWP has developed draft ‘Green Stormwater Infrastructure Guidance Manual’, for successful and functional green stormwater infrastructure projects in natural, rural and urban environments. The guidance document provides a guide in the form of practical examples, recommendations and a checklist of general codes of good practice to enable a successful green stormwater infrastructure initiative. The guidelines take into consideration the different stages of a green stormwater infrastructure project, from design to implementation.

The guidelines are intended to assist various entities ranging from (but not limited to) Governmental and private entities, to local
councils, voluntary organisations, businesses, professionals (such as landscape designers, contractors, developers, engineers, architects) and also the general public, in order to:
  • promote environment-friendly and ecologically sound stormwater infrastructure practices;
  • encourage green stormwater infrastructure incentives in different areas using suitable techniques;
  • establish common standards of green stormwater infrastructure practices, in line with complimentary legislation and policy;
  • encourage ownership and long-term maintenance of green stormwater infrastructure projects;
  • support the implementation of Malta’s third River Basin Management Plan 2022 -2027; and
  • support Malta’s commitment and efforts in climate change mitigation and adaptation.

MPWP is inviting the public and interested stakeholders to take note of the draft ‘Green Stormwater Infrastructure Guidance Manual’. MPWP wishes to receive feedback on the guidance document, as well as any other related issues linked with these aspects you feel as duly relevant or of attention.

Moreover, the following key questions are being put forward as part of this consultation:

1.     Can the objectives be further refined, keeping in mind the aim of these guidelines?

2.     Should there be additional aspects not as yet identified forming part of these guidelines?

3.     Which actions would you consider as priorities?​

Data Protection Statement the General Data Protection Regulation and the Data Protection Act (Chapter 586)

The General Data Protection Regulation and the Data Protection Act Chapter 586 regulate the processing of personal data whether held electronically or in manual form. The Ministry for European Affairs and Equality collects only information which is necessary for it to perform its intended functions and is set to fully comply with the Data Protection Principles as set out in the Data Protection Legislation.  Verification of the ID number provided will take place as deemed necessary. All personal data provided will be processed according to the General Data Protection Regulation and the Data Protection Act (Cap 586).
